Mrs. Shirley Ann Kennedy Freeman Dugger, age 85, formerly Mount Airy passed away on Wednesday at Chatham Nursing and Rehab in Elkin. Mrs. Dugger was born on October 25, 1936, in Surry County to the late Henry “Dow” and Pansy Jones Kennedy. Shirley was a loving wife, mother, grandmother, sister, and friend. As a young lady, Shirley modeled locally for J.C. Penney. She spent several years in Winston-Salem working and studying at Wake Forest University. That is where Buck Freeman came to propose to her. She has always told a very romantic story of their life together. Later in life she married her other true love Charles E. Dugger. Grandmother Shirley dearly loved her three grandchildren. She created many adventures for each one. Whether it was camping trips, showing them how to set the table and lighting candles, to dressing them up for tea parties in her wedding clothes. Shirley enjoyed her time working for the District Court Judges. She was dear friend who enjoyed helping with her Mount Airy High School Class of 1954 class reunions. Later in life she reconnected with her high school sweetheart, Dewey Rodgers. After her retirement from the Judicial System, Governor Mike Easley awarded her the Order of the Long Leaf Pine, the highest award a civilian can receive. She will be deeply missed by all that knew her. Surviving is her son and daughter-in-law, James N. Freeman, Jr. and wife Lisa; grandchildren, Kennedy Routh Freeman, Henry Barker Freeman, Margaret Ann Freeman; along with several nieces and nephews. In addition to her parents, Mrs. Dugger was preceded in death by her first husband, James N. “Buck” Freeman; her second husband, Charles E. Dugger; two sisters, Hazel Kennedy Crawford, Nellie Kennedy Shore; and two brothers, Henry Kennedy, Jr., and Freddy Kennedy. A funeral service will be held on Sunday, August 7, 2022, at 3:00 PM at First United Methodist Church in Elkin, North Carolina with Rev. Howard Fleming officiating. Burial will follow in the Dobson City Cemetery in Dobson, North Carolina. The family will receive friends on Saturday, August 6, 2022, from 2:00 pm until 4:00 pm at Central United Methodist Church in Mount Airy. Moody Funeral Services in Mount Airy is serving the family.
